One vantage HACCP gifted to FSIS was insulating the authority from liability for pathogen and outbreaks. How could the authority be held even partially responsible for pathogen in the nutrient supply when the authority was limited to a “hands off” non-engagement role, could no longer law the industry, and no longer enjoyed bid and control authority?
